Creates the Budget Accountability and Transparency Act requiring mandatory public meetings when Illinois enters a new fiscal year without a fully enacted budget.

Governor, Senate President, Senate Minority Leader, House Speaker, and House Minority Leader must meet weekly in-person for at least one hour until a budget is enacted.

Public notice of meetings must be provided at least 48 hours in advance, including time and location at a state-owned facility accessible to the public.

All members of the General Assembly may attend and participate in budget discussions; members of the public may attend and submit written comments.

Act takes effect immediately upon enactment.
