SB2192 - Veterans Day Paid Leave Act

• Requires all public and private employers in Illinois to provide veteran employees with one paid day off on Veterans Day if they would otherwise be required to work.

• Veteran employees must provide employers with at least 30 calendar days' notice of intent to take Veterans Day off and submit documentation verifying veteran status (honorable discharge from U.S. Armed Forces, Illinois National Guard, or U.S. Reserve Forces).

• Allows employers to deny time off requests only if providing the day off would cause significant economic or operational disruption, but employers must notify employees at least 14 days prior to Veterans Day and make a good faith effort to provide a substitute paid day off.

• Creates a 100% income tax credit for employers equal to wages paid to veterans for Veterans Day paid leave, effective for taxable years beginning January 1, 2016 and thereafter.

• Excess tax credits that exceed annual tax liability may be carried forward for up to 5 subsequent taxable years.
