SB2196 Summary

• Establishes in-state tuition eligibility for students who resided with a parent or guardian while attending Illinois high school, graduated from an Illinois high school or received equivalent diploma, attended school in Illinois for at least 3 years, and enrolled as a student no earlier than fall 2003, with provision requiring non-citizens to pledge to file for permanent residency when eligible.

• Extends in-state tuition status to active military members stationed in Illinois and their dependents, and beginning 2009-2010, to members previously stationed in Illinois for 3+ years if they apply within 18 months of reassignment or remain continuously enrolled.

• Grants in-state tuition status beginning 2013-2014 to persons utilizing federal Post-9/11 Veterans Educational Assistance Act benefits and beginning 2015-2016 to those using federal All-Volunteer Force Educational Assistance Program benefits.

• Makes these provisions applicable to University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• Permits eligible students to apply for state-funded student aid including scholarships, grants, tuition waivers, and room and board, excluding Monetary Award Program grants, and declares the provision a qualifying state law under federal immigration law.
