IL SB2198

Expands the definition of "advertise" in adoption services regulations to include computerized communication systems, electronic mail, Internet sites, Internet accounts, and similar Internet-based mediums.

Defines "Internet account" as an account created within a bounded system established by an Internet-based service that requires users to input or store access information to view, create, use, or edit account information and communications.

Creates a new Class A misdemeanor offense for any person who sends, brings, or causes a child to be sent or brought into or out of Illinois for the purpose of permanently transferring physical custody to an unrelated person, with exceptions for court-ordered placements and those authorized under adoption-related laws and interstate compacts.

Requires licensed adoption service advertisers to include their Department-issued license number in all advertisements published after the effective date.

Directs the Department to maintain a website listing licensed child welfare agencies providing adoption services, including their contact information, license numbers, agency reports, and complaint registries.
