Amends the Counties Code to add Will County to an existing pilot project regulating new telecommunications facilities, alongside Lake County.

Telecommunications carriers must submit documentation to the county for new wireless facilities requiring tower structures, including proposed location, site plan, and elevation.

County has 7 days to review proposals and either approve the location or request a meeting within 7 days to discuss alternative locations.

County has 21 days to propose an alternative site that meets the carrier's radio frequency engineering criteria and does not materially increase construction costs.

If the county's alternative site is technically feasible and cost-neutral, the carrier must agree to build there; if the alternative is infeasible or the carrier cannot obtain a lease within 90 days, the carrier may proceed with the original proposed site under existing regulations.
