IL SB2227

Amends the State Mandates Act to require the Department to submit biennial reports on mandates enacted in the previous 2 years, beginning with the 2019 catalog and every other year thereafter.

Requires comprehensive statewide mandate reviews every 10 years, beginning with the 2017 catalog, covering all effective mandates at the time of submittal.

Reports must include factual information from the mandate catalog and may include: local government support or opposition, whether mandates meet statewide policy objectives, required amendments, recommendations for retention or rescission, and suggested state financial participation.

Adds requirement for affected units of government to submit comments on mandates for inclusion in departmental reports.

Allows the Department to fulfill reporting responsibilities by contracting with external service providers.
