Amends the State Budget Law to appropriate additional funds for utility bills of state offices in Springfield if Fiscal Year 2016 appropriations are insufficient.

Appropriates necessary funds from the state's general funds or from the same funding sources used for utilities in Fiscal Year 2015.

Defines "utility" and "utility service" as electric, water, and sewer service, including access, connection, and other charges directly related to these services.

Limits the appropriation authority to costs incurred between July 1, 2015 and June 30, 2016.

Takes effect immediately upon becoming law.
