Amends the State Employees Group Insurance Act of 1971 by adding Section 6.12a regarding in-network provider contracts.

State failure to make any payment to a provider for 6 months may be considered a material breach of contract by the provider.

Providers not receiving payment for 6 months may declare the contract null and void and opt out of service obligations.

Providers who opt out after 6 months without payment shall be deemed out-of-network providers upon notice to the State department.

Effective immediately upon becoming law.
