Grants business entities in Illinois enterprise zones access to build facilities crossing railroad rights-of-way owned by land management companies (not registered rail carriers) for conveying grain, aggregate, construction materials, and other commodities.

Establishes a one-time standard crossing fee of $1,500 per crossing plus costs for insurance contract modifications, in lieu of all other licenses, permits, or fees for direct expenses.

Requires businesses to reimburse land management companies or rail carriers for actual flagging expenses associated with the crossing in addition to the standard crossing fee.

Amends the Crossing of Railroad Right-of-way Act to define key terms including "crossing," "direct expenses," "facility," "land management company," "railroad right-of-way," and "special circumstances."

Expands the definition of "utility" to include cable operators issued cable television franchises by municipalities or counties under specified state codes.
