IL SB2255

Amends the Illinois Library System Act to set state grant amounts for public libraries at up to $1.25 per capita for all qualified libraries and an additional $0.19 per capita for libraries serving populations over 500,000 under the Major Urban Library Program.

Requires pro rata adjustments to per capita grant amounts if appropriated funds fall short of or exceed the stated per capita targets.

Removes the time limitation on a waiver provision that allows libraries with tax levies below the required 0.13% (or 0.07% for county libraries) to remain eligible for grants if they meet other requirements and received grants in the previous year.

Permits libraries to substitute funding from other sources in lieu of meeting specific tax levy rate requirements to maintain grant eligibility.

Repeals Section 12 of the Illinois Library System Act and takes effect upon becoming law.
