Amends Section 11 of the State Treasurer Act to require the State Treasurer to record only the date and amount of each warrant, removing the requirement to record the name of the payee.

Authorizes the State Treasurer to impose and collect service charges from payees requesting wire or electronic transfers of funds from the State treasury to cover all transfer costs.

Amends Section 14 of the State Treasurer Act to change warrant reporting frequency from "at the close of each month" to "at appropriate intervals but at least once each month."

Modifies Section 14 to change the warrant deposit requirement from "deposit with" to "report to" the Comptroller, requiring the State Treasurer to report canceled warrants at least once monthly rather than physically depositing them.
