Establishes a monthly personal needs allowance of at least 15% of an individual's monthly Supplemental Security Income (SSI) from the previous calendar year for eligible medical assistance recipients living in Community-Integrated Living Arrangements facilities enrolled in the Home and Community-Based Services Waiver Program for adults with developmental disabilities, effective no later than October 1, 2016.

Sets the same 15% SSI-based personal needs allowance for eligible medical assistance recipients residing in facilities licensed under the ID/DD Community Care Act, beginning no later than October 1, 2016.

Applies these personal needs allowance requirements for each state fiscal year following the initial implementation date.

Takes effect immediately upon becoming law.
