Health insurers offering dental coverage must file a Dental MLR Annual Report with the Department of Insurance annually beginning September 30, 2017, organized by market and product type.

Reports must contain the same information required in the 2013 federal Medical Loss Ratio (MLR) Annual Reporting Form (CMS-10418), with terms defined by federal Public Health Service Act and Code of Federal Regulations Part 158.

Director of Insurance may examine insurers' MLR reports with 30 days' notice, and insurers have 30 days to submit requested records electronically, with possible extensions for good cause.

Department of Insurance must make all dental MLR data publicly available.

Exemption applies to policies covering dental services under the Illinois Medicaid program.
