IL SB2300

Amends the Lead Poisoning Prevention Act to require owners of regulated facilities with mitigation notices to provide written notice to current lessees (if renewing a lease) and prospective lessees or purchasers about identified lead hazards before lease renewal or new lease/sales agreements.

Owners must provide prospective lessees or purchasers with a copy of the mitigation notice and inspection report as proof of notification.

Requires owners to notify the Department of Health in writing when selling a dwelling unit with a mitigation notice, including the sale date and the purchaser's name, address, telephone number, and email address.

Establishes that new owners who purchase a facility with a previous mitigation notice must mitigate the lead hazard and obtain a certificate of compliance before entering into a new lease agreement.

Requires all owners of regulated facilities built before 1978 to provide prospective lessees or purchasers with an informational brochure about lead health hazards that complies with 40 CFR Part 745, Subpart F.
