Amends the Illinois Public Aid Code to add Section 5-30.3 regarding automatic assignment of Medicaid enrollees to managed care entities

Department of Public Aid must develop and implement an algorithm by January 1, 2017 (or later) within each enrollment region to automatically assign Medicaid enrollees to managed care plans based on quality scores and operational proficiency criteria

Algorithm must preserve existing provider-beneficiary relationships and only apply to enrollees who have not voluntarily selected a primary care physician and managed care entity

Enrollees have 90 calendar days after auto-assignment to select a different managed care entity

Applies to beneficiaries served under Family Health Plan, Integrated Care Program, and those eligible under the Affordable Care Act, and covers assignment to Accountable Care Entities, Managed Care Community Networks, and Managed Care Organizations
