IL SB2314

Amends the State Employees Group Insurance Act of 1971 to expand health benefits eligibility to "State benefit recipients" (non-member state workers employed at least 30 hours per week) who were previously ineligible for the program.

State benefit recipients are limited to basic health benefits only and cannot enroll in group life insurance or other optional coverages available to regular employees.

State benefit recipients must pay the entire premium cost for their health coverage and any elected dependent coverage, with no State contribution.

Defines "State benefit recipient" to exclude independent contractors and employees of state-contracted vendors performing services under contract with the State.

Allows State benefit recipients to enroll on their first day of active state service or during annual benefit choice periods, with special enrollment provisions for those newly made eligible by this amendment.
