Adds exemption from day care center licensing for school-age out-of-school time programs (kindergarten and older) that operate primarily during non-school hours and meet specified health, safety, and staffing requirements.

Requires out-of-school time programs to comply with Illinois Department of Public Health standards, State Fire Marshal standards, maintain liability insurance, conduct criminal background checks, and restrict weapon possession onsite.

Mandates programs provide parents written disclosure that operations are not regulated by licensing requirements and maintain records including child names, dates of birth, parent contact information, and medical care authorization.

Establishes different staffing standards based on funding source: programs without state or federal funds must meet Department of Human Services standards based on evidence-based quality standards for school-age programs; programs receiving state or federal funds must meet only standards set by the funding entity.

Requires programs seeking Child Care Assistance Program (CCAP) funding to request and obtain exemption determination from the Department before receiving funds and must annually meet eligibility requirements.
