Amends the Illinois Public Aid Code to include persons licensed as clinical social workers among authorized practitioners who may provide services under medical assistance programs.

Requires the Illinois Department of Public Aid to adopt rules within 90 days after the effective date to establish procedures for clinical social worker services.

Maintains existing prohibitions against providing services through physicians convicted of performing abortion procedures on non-pregnant women.

Permits utilization of unlicensed persons engaged in treatment or care of the sick, provided they are not required to be licensed under state law.
