IL SB2344

Adds one year mandatory prison sentence to any contraband smuggling conviction where an unmanned aerial vehicle (drone) was used to bring contraband into a state penal institution.

Creates new Class A misdemeanor offense for knowingly operating a drone below navigable airspace over a state penal institution, with exceptions for authorized employees and those with prior written permission from the facility.

Creates new Class 4 felony offense for knowingly capturing images or data of a state penal institution using a drone, with exceptions for authorized employees and those with prior written permission.

Defines "state penal institution" as a facility operated by the Department of Corrections and "unmanned aerial vehicle" as an unmanned aircraft/drone with associated control systems.

Applies mandatory one-year enhancement to unauthorized contraband delivery charges by employees who use drones, in addition to existing felony penalties.
