SB2346 Summary

• Amends the Illinois Police Training Act to add cyber-crimes and crimes committed with personal technology devices to the required curriculum for probationary police officers

• Establishes a new training program on personal technology devices for law enforcement officers to identify and investigate crimes involving social media, internet communication, child exploitation, sexually explicit messages, computer tampering, financial fraud, harassment, and electronic stalking

• Requires police officers to complete in-service training every 3 years in constitutional and proper use of law enforcement authority, procedural justice, civil rights, human rights, and cultural competency

• Mandates annual in-service training for police officers including law updates and use of force training with scenario-based instruction or Board-approved alternatives

• Takes effect upon becoming law
