SB2356 - Research Dogs and Cats Adoption Act

• Requires research facilities in Illinois that receive public funds and confine dogs or cats for scientific, educational, or research purposes to offer the animals to animal rescue organizations before euthanizing them for non-research reasons.

• Defines "research facility" as institutions of higher education or corporations located in Illinois receiving federal or state public funds for research, or facilities collaborating with higher education institutions using public funds.

• Permits research facilities to enter into agreements with animal rescue organizations to protect themselves from liability related to providing animals for adoption.

• Grants research facilities immunity from civil liability when providing dogs or cats to animal rescue organizations in good faith.

• Takes effect immediately upon becoming law.
