IL SB2357

Amends the Illinois Horse Racing Act of 1975 to establish business enterprise goals for horse racing organization licensees and inter-track wagering licensees to award contracts to minority-owned, female-owned, and disability-owned businesses.

Requires the Racing Board to set annual contract award goals expressed as percentages of total contract dollars, with exemptions for markets lacking sufficient minority or women-owned vendors, limited licensed suppliers, parent company-owned providers, and publicly traded companies.

Mandates annual reporting by licensees on utilization of minority-owned, female-owned, and disability-owned businesses, including self-evaluation of efforts to meet established goals.

Allows licensees to request waivers upon demonstrating good faith efforts to comply with participation goals.

Authorizes the Racing Board to adopt remedies for non-compliance and recommend additional opportunities including enhanced solicitation, job division, reduced experience requirements, sheltered market processes, and contract identification for disadvantaged businesses.
