Repeals the Illinois Optometric Practice Act of 1987, the Clinical Psychologist Licensing Act, and the Boiler and Pressure Vessel Repairer Regulation Act on January 1, 2017

Removes Articles II, III, IV, V, VI, VIIA, VIIB, VIIC, XVII, XXXI, XXXI 1/4, and XXXI 3/4 of the Illinois Insurance Code from the January 1, 2017 repeal date

Establishes a new repeal date of January 1, 2027 for Articles II, III, IV, V, VI, VIIA, VIIB, VIIC, XVII, XXXI, XXXI 1/4, and XXXI 3/4 of the Illinois Insurance Code

Takes effect upon becoming law
