• Transfers all powers, duties, rights, and responsibilities of the Illinois Comprehensive Health Insurance Plan from the Board to the Director of Insurance effective January 1, 2017.

• Discontinues the Plan's insurance operations on December 31, 2016, with coverage ceasing at 11:59 p.m. that date and no coverage applying to services provided on or after January 1, 2017.

• Establishes a dissolution plan requiring the Board to wind down Plan affairs by June 30, 2016, including provisions for continuity of care for inpatients, claims resolution, assessment accounting, and asset distribution.

• Transfers all Plan employees to the Department of Insurance, with their rights under the Personnel Code and collective bargaining agreements unaffected by the transfer.

• Requires claim submissions within 180 days after January 1, 2017, grievance resolution by October 31, 2017, and all lawsuits filed no later than January 1, 2019; repeals the Act on January 1, 2019.
