Renames "Statistical Services Revolving Fund" to "Technology Management Revolving Fund" throughout State Finance Act and related statutes effective July 1, 2016.

Transfers the Communications Revolving Fund balance to the Technology Management Revolving Fund on or after July 1, 2016, once Fiscal Year 2016 obligations are paid.

Repeals the Communications Revolving Fund on December 31, 2016.

Updates Department of Central Management Services law to replace references to "electronic data processing" and "statistical research" with "information technology" terminology and expands services to include software management.

Consolidates fee collections from insurance examinations, workers' compensation records, and insurance cost data reporting into the Technology Management Revolving Fund for department operations.
