SB2378 Summary

• Requires dispensing organizations to provide qualifying patients or their designated caregivers with detailed written explanations of medical cannabis risks and benefits at time of dispensing.

• Written materials must include information on cannabis effectiveness by form/method/strain, health risks, federal legal status, adverse effects, prohibition on public smoking, and other patient education materials developed by the Department of Public Health.

• Dispensing organizations must document and retain records of providing written materials for at least 5 years.

• Requires dispensing organizations to report medical cannabis dispensing information to the Prescription Monitoring Program within 7 days, including patient name, address, date/time dispensed, amount/type/strain, and agent/organization identification numbers.

• Effective immediately upon becoming law.
