Establishes that the DD Facility Advisory Board shall advise the Department of Public Health on all aspects of its responsibilities under the MC/DD Act, including the format and content of adopted rules.

Requires the Department to obtain advice from the DD Facility Advisory Board before adopting non-emergency rules; rules adopted without such advice are null and void.

Requires the Department to provide written explanation to the Advisory Board if it declines to follow the Board's advice before adopting rules.

Mandates the DD Facility Advisory Board to analyze the economic and regulatory impact of rules during its review process.

Considers rules acted upon if the DD Facility Advisory Board fails to provide advice within 90 days of being requested.
