IL SB2403

Requires each Illinois hospital to adopt, implement, and periodically update evidence-based protocols for early recognition and treatment of sepsis, severe sepsis, and septic shock in both adult and pediatric patients.

Mandates sepsis protocols include screening and early recognition processes, patient identification criteria, hemodynamic support guidelines, fluid resuscitation standards for children, antibiotic delivery procedures, and vasoactive agent criteria.

Requires hospitals to periodically train clinical and support staff (including laboratory and pharmacy personnel) on sepsis protocol implementation and provide updated training when protocols are substantially changed.

Requires hospitals to collect quality measures related to sepsis recognition and treatment for internal quality improvement purposes and submit evidence-based protocols to the Department of Public Health upon request.

Directs the Department of Public Health to recommend evidence-based sepsis definitions and metrics, establish data collection and analysis methodology, complete a digest of findings within 12 months, and consult with hospital organizations and health care professionals before issuing guidance or rules on sepsis data reporting.
