Permits the Office of Inspector General to release investigative reports and raw data on a case-by-case basis to local law enforcement entities or State's Attorney offices upon written request.

Corrects the spelling of "egregious neglect" definition from "callused" to "callous" indifference in the Department of Human Services Act.

Maintains existing confidentiality protections for investigative reports except as required by law, court order, or the new law enforcement disclosure provision.

Takes effect immediately upon becoming law.
