Extends deadline for principal endorsement conversion from June 30, 2019 to June 30, 2021 for educators with general administrative endorsements to meet the 4 years of required experience.

Allows State Board of Education to permit fewer than 4 years of teaching or school support personnel experience for principal endorsement based on performance evaluations or other demonstrated qualifications.

Requires educators with general administrative endorsements issued before September 1, 2014 to convert to principal endorsement by completing one of three pathways: passing principal assessment, completing Illinois Educators' Academy course (through July 1, 2019), or completing approved principal preparation program.

Establishes rules for endorsements on Professional Educator Licenses including principal, superintendent, chief school business official, teacher leader, special education, and school support personnel endorsements.

Grants school support personnel with teacher leader endorsement authority to evaluate teachers if they complete required evaluation training and are permitted under their district's collective bargaining agreement.
