IL SB2443

Amends Section 2605-40 of the Department of State Police Law to reorganize the Division of Forensic Services' duties and functions.

Removes the requirement that forensic toxicological laboratories be established specifically in Springfield and Chicago, allowing them to be established anywhere in the State as needed.

Requires the Department of State Police to establish administrative rules by June 30, 2017 setting forth standardized requirements for disclosure of toxicology results and related documents in criminal cases.

Maintains the Division's authority to operate forensic science and toxicological laboratories to test specimens for alcohol, drugs, and toxic substances in deaths, accidents, and illnesses.

Preserves the Division's duties to exercise criminal identification functions, provide assistance and training to local law enforcement, and provide forensic services for capital case investigations and prosecutions.
