Amends Section 15.4 of the Mental Health and Developmental Disabilities Administrative Act to expand the medication administration training program requirements to include all day programs certified to serve persons with developmental disabilities by the Department of Human Services.

Changes the scope from "all programs" to "all residential programs" for persons with developmental disabilities in settings of 16 persons or fewer that are funded or licensed by the Department of Human Services and distribute or administer medications.

Requires the Department of Human Services to develop a standardized training program for authorized direct care staff to administer medications under supervision and monitoring of a registered professional nurse, developed in consultation with physicians, registered professional nurses, and pharmacists.

Establishes criteria for authorized direct care staff including minimum age of 18, high school diploma or equivalency, functional literacy, completion of health and safety training, and scoring 100% on competency-based assessments specific to individual medications.

Takes effect January 1, 2017.
