Amends the Mental Health and Developmental Disabilities Code to add Section 2-107.4 authorizing courts to use video conferencing in hearings under Section 2-107.1

Permits video conferencing when parties and attorneys are at a mental health facility or safe location while the judge and court personnel are elsewhere

Allows respondent and attorney to be at a mental health facility or safe location with all other participants (including judge) elsewhere only if the respondent and respondent's attorney agree

Enables any witness, including psychiatrists, to testify by video conferencing equipment from any location unless a court rule specifically prohibits such testimony
