Mandates that voting systems print a permanent paper record of each ballot cast in a clear, readable format that voters can review for accuracy before the record is secured or deposited in a ballot box.

Prohibits checking vote totals during election day and requires election authority authorization codes to reset equipment; judges must verify ballots counted match voter applications and contact election authority if discrepancies exist.

Extends the deadline for tabulating fractional cumulative votes at central office locations from December 31, 2015 to December 31, 2019, and takes effect July 1, 2016.
