Amends Section 9-245 of the Property Tax Code regarding when chief county assessment officers must return assessment books to the board of review in counties with fewer than 3,000,000 inhabitants

Extends the deadline for returning assessment books from the third Monday in June of the assessment year to whichever is later: the third Monday in June or 90 days following certification of the final township assessment roll

Requires the chief county assessment officer to verify the returned assessment books by affidavit, certifying they contain a correct and full list of taxable property and that assessed values are just and equitable under the law

Takes effect upon becoming law
