Expands the Authorized Electronic Monitoring in Long-Term Care Facilities Act to include facilities licensed under the MC/DD Act alongside existing covered facilities under the ID/DD Community Care Act and Nursing Home Care Act.

Changes facility obligations from "may" to "shall" turn off electronic monitoring devices when a new roommate does not consent and the resident fails to remove or disable the device.

Updates compliance standard for electronic monitoring device installations from the 2000 edition to the 2012 edition of the National Fire Protection Association (NFPA) 101 Life Safety Code.

Makes distribution of up to $50,000 annually to residents receiving medical assistance for purchasing and installing authorized electronic monitoring devices subject to appropriation.

Adds two new business offenses in the MC/DD Act: intentionally retaliating or discriminating against residents for consenting to authorized electronic monitoring, and preventing installation or use of electronic monitoring devices by residents who provided proper notice and consent.
