SB2522 Summary

• Changes the Illinois Power Agency annual report deadline from December 1 to February 15 of each year, beginning immediately.

• Removes the requirement to report on renewable resource quantity, price, and rate impact, replacing it with blank item (2) in the reporting requirements.

• Adds new reporting requirements for renewable energy resources including average contract type and term, cost comparisons to other generation types, rate impacts on different customer classes, and analysis of alternative compliance payment mechanisms.

• Modifies the Resource Development Bureau to make it optional rather than mandatory, allowing the Agency to establish it at its discretion rather than requiring its creation.

• Allows the Illinois Power Agency Trust Fund to appropriate up to 90% of prior fiscal year's investment income (changed from specific percentages) to support Agency operations starting Fiscal Year 2012.
