IL SB2524

Adds definitions to the Illinois Identification Card Act for "highly restricted personal information," "identification card making implement," "fraudulent identification card," "legal name," "personally identifying information," "homeless person," and "foster child" under the Department of Children and Family Services.

Establishes that youth for whom the Department of Children and Family Services is legally responsible or foster children are eligible for Illinois Identification Cards at no fee from age 16 until age 21.

Requires youth in DCFS care to submit an affirmation from their court-appointed attorney or a DCFS employee with their first identification card application to qualify for the no-fee provision.

Maintains existing fee schedules for other identification card categories, including no-fee cards for seniors 65+, homeless individuals, veterans home residents, active-duty military members and their families, and individuals age 60+ whose cards are lost or stolen.

Takes effect one year after becoming law.
