Amends the Regulatory Sunset Act to repeal the Medical Practice Act of 1987 on December 31, 2026, and repeals the previous sunset date of December 31, 2016.

Modifies Section 21 of the Medical Practice Act to require the Department attempt to provide renewal notices through electronic means rather than mail to licensees at least 60 days before license expiration.

Reduces medical license renewal fees beginning July 1, 2018: resident renewal fees decrease from $230 per year to $167, and nonresident renewal fees decrease from $460 per year to $250.

Reduces initial license fees beginning July 1, 2018: licenses under Section 9 and Section 19 both decrease from $700 to $500.

Requires transfer of $1,100,000 from the Illinois State Medical Disciplinary Fund to the Local Government Tax Fund on six specified dates between July 1, 2014 and January 1, 2018 to repay a $6,600,000 prior transfer.
