IL SB2571

Adds Section 9-132 to the Illinois Highway Code allowing local governments to consult highway design publications outside the Department's Bureau of Local Roads and Streets Manual for highway construction projects.

Applies only to highways owned or controlled by local governments, excluding highways that are part of the National System of Interstate and Defense Highways.

Requires the local government to receive federal or state funds for the construction project in order to use alternative design publications.

Mandates that any alternative highway design publication must be approved by the Federal Highway Administration and formally adopted by the local government.

Requires the design to comply with all other applicable federal laws.
