SB2592 Summary

• Creates the Homeland Security Preparedness Fund as a special state fund to be administered by the Illinois Emergency Management Agency for enhancing homeland security preparedness, disaster response readiness, and public safety mutual aid.

• Establishes fund distribution requirements: 33% for statewide law enforcement mutual aid, 33% for fire protection mutual aid, and 34% for other statewide preparedness projects including terrorism intelligence programs and public safety training.

• Imposes a $3 vehicle registration surcharge beginning with the 2017 registration year on motor vehicles of the first division, motorcycles, motor driven cycles, pedalcycles, and vehicles registered in the 8,000 lb. and less flat weight plate category.

• Exempts government vehicles and state-based nonprofit organizations meeting Internal Revenue Code Section 501(c)(3) requirements from the $3 surcharge.

• Directs monthly transfers from the Homeland Security Preparedness Fund to the Illinois Emergency Management Agency for redistribution to appropriate law enforcement, fire protection, and emergency management organizations.
