Amends Section 16-180 of the Property Tax Code to allow the Property Tax Appeal Board clerk to send appellant petitions to boards of review by electronic means in addition to mail.

Adds comprehensive provisions to Section 16-185 establishing that final decisions of the Property Tax Appeal Board can be served on parties via US Mail or electronic mail at addresses provided in pleadings.

Allows each party to designate one or more individuals to receive electronic correspondence on behalf of that party and permits changes to designees during proceedings.

Directs all decisions and electronic correspondence to designated individuals rather than requiring service only on the original party or attorney.
