Amends the Illinois Emergency Employment Development Act by restructuring the 21st Century Workforce Development Fund Advisory Committee to consist of 21 members with 2 co-chairs appointed by the Governor and expanded representation from labor, business, nonprofits, environmental organizations, and state legislators.

Modifies fund deposit requirements for the Illinois Emergency Employment Development Program, redirecting repayments from eligible businesses to the General Revenue Fund instead of the 21st Century Workforce Development Fund.

Repeals multiple special funds and Acts including the 21st Century Workforce Development Fund Act, Illinois Laboratory Advisory Committee Act, 2016 Olympic and Paralympic Games Act, and various fund line items in the State Finance Act.

Dissolves the Illinois Prescription Drug Discount Program Fund and Cigarette Fire Safety Standard Act Fund by July 1, 2016, transferring remaining balances to the General Revenue Fund.

Implements mandate relief provisions by changing discretionary language from "shall" to "may" in the Family Farm Assistance Act and Local Legacy Act, and modifying reporting requirements for the Local Legacy Board.
