Adds definition of "clinical observation" as ongoing observation of a patient's condition by a licensed health care professional using medical skills while continuing assessment and care.

Adds definition of "medical monitoring" as performance of medical tests and physical exams to evaluate exposure to factors that could negatively impact health, including surveillance of vital signs and various physiological parameters.

Modifies "Basic Life Support (BLS) Services" definition to include medical monitoring and clinical observation alongside airway management, CPR, shock control, and fracture splinting.

Modifies "Non-emergency medical services" definition to explicitly include clinical observation and medical monitoring for patients whose conditions do not meet the definition of emergency.

Establishes Department authority to promulgate minimum standards for critical care transport providers including personnel staffing, education, medical equipment, vehicular standards, treatment protocols, and quality assurance requirements.
