SB2734 Summary

• Creates the Advisory Board for the Maternal and Child Health Block Grant Programs within the Department of Public Health to advise on maternal and child health programs and activities.

• Board membership includes the Director's designee as chair, representatives from multiple state departments, 4 General Assembly members, and 20 additional members appointed by the Director including physicians, health professionals, service providers, and consumer representatives.

• Transfers administration of the Maternal and Child Health Services Block Grant (Title V) and Family Planning Program (Title X) from the Department of Human Services to the Department of Public Health by July 1, 2016.

• Board shall review maternal and child health program coordination, hold hearings throughout the state, and provide recommendations on the annual Block Grant application, report, and periodic needs assessment.

• Repeals sections 20 and 25 of the Illinois Family Case Management Act and updates references to the advisory board in the Prenatal and Newborn Care Act and Developmental Disability Prevention Act.
