Amends the State Officials and Employees Ethics Act to prohibit executive branch constitutional officers and General Assembly members' names or images from appearing in public announcements about State agency contracts or grants during the 4-month period from September 1 of an election year through the day after the general election.

Establishes a stop payment system allowing State grant-making agencies to issue stop payment orders to the Office of the Comptroller to cease payments to grant recipients or subrecipients for non-compliance, with rules to be adopted by July 1, 2017, and the system operational by July 1, 2018.

Modifies the State Finance Act to clarify that appropriated funds may only be expended during the fiscal year for which they were appropriated, including when transferred between funds, with limited exceptions for specific departments and programs.

Adds comprehensive grant documentation and certification requirements to the Grant Accountability and Transparency Act, including maintenance of grant award files, required certifications on financial reports, documentation for pre-award expenditures, and travel cost limitations based on Governor's Travel Control Board rules.

Directs the Illinois Single Audit Commission, in conjunction with the Governor's Office of Management and Budget, to convene a subcommittee to research and recommend legislation on eliminating and recovering improper payments under the federal Improper Payments Elimination and Recovery Improvement Act of 2012, with recommendations due by January 1, 2017.
