• Establishes scheduled wage increases for homemaker services under the Community Care Program: $19.27 per hour (July 1, 2016), $21.39 (July 1, 2017), $23.52 (July 1, 2018), and $25.22 (July 1, 2019), with each increase designed to raise wages by at least $1-$1.25 per hour.

• Requires the Department to pay an enhanced rate of $1.77 per hour (adjusted annually using actuarial analysis) to in-home service provider agencies that offer health insurance coverage to direct service workers, consistent with Public Act 95-713.

• Vendors unable to ensure minimum wage increases for home care aides and personal assistants are denied any reimbursement increases from the Department.

• Takes effect July 1, 2016.
