Changes the health carrier external review reporting deadline from March 1 to June 1 of each year to the Director.

Requires independent review organizations to maintain written records on all external review requests and submit reports by March 1 of each year, including detailed data on request outcomes and resolution times.

Mandates independent review organizations retain written records for at least 3 years.

Specifies detailed reporting requirements for health carriers and independent review organizations, including total requests, denial rates, reversal rates, types of cases, and cases terminated due to carrier reconsideration.

Effective date is January 1, 2017.
