Increases the damage threshold for self-insured companies from 50% to 70% of fair market value to designate a vehicle as salvage when repair costs would exceed that percentage.

Allows licensed dealers to transport junk vehicles to other dealers using a uniform invoice without obtaining a junking certificate first, though the transferor must still apply for the certificate.

Requires persons possessing junk vehicles to surrender title documents to the Secretary of State within 15 days and obtain a junking certificate, with exceptions for certain licensees and transactions.

Establishes that junking manifests can be issued to transport vehicles to scrap processors prior to receiving the final junking certificate from the Secretary of State.

Imposes criminal penalties for unauthorized acquisition or transfer of salvage/junk vehicle titles (Class 3 felony) and for failing to surrender required documents (Class A misdemeanor for first offense, Class 4 felony for subsequent offenses).
