Amends the Illinois Motor Vehicle Theft Prevention Act to expand its purpose to include combating motor vehicle fraud in addition to motor vehicle theft.

Removes the requirement that the Illinois Motor Vehicle Theft Prevention Council operate within the Illinois Criminal Justice Information Authority, making it an independent entity.

Transfers administration of the Motor Vehicle Theft Prevention Trust Fund from the Authority's Executive Director to a private statewide association representing property and casualty insurance companies.

Adds requirements for annual independent audits of the Trust Fund and establishes detailed record-keeping and reporting procedures by the Fund Administrator.

Adds authority for the Council to support enforcement and prosecution of Chapters 3, 4, and 5 of the Illinois Vehicle Code through Trust Fund expenditures.
